Background
Since the resumption of Hajj after almost a three-year suspension due to the COVID-19 pandemic, the organization of Hajj in Liberia has been problematic. Hajj is the fifth pillar of Islam, a mandatory religious obligation binding upon every physically fit and financially able Muslim to perform at least once in a lifetime. It’s a journey to the Holy cities of Islam in the Kingdom of Saudi Arabia intended for soul searching that offers an opportunity to seek Allah’s forgiveness for past sins and start a new life in the sight of Allah.
The processes, organization, and overall administration of the Hajj in Liberia for the periods under review have been marred by chaos caused by acrimonies amongst concerned stakeholders. More than 600 Liberians in 2022 and 2023 paid U$6000.00 each to various Travel Agencies and the National Hajj Committee created by government functionaries to perform Hajj in Mecca. Consequently, pilgrims and would-be pilgrims suffered trauma and mental anguish due to poor and disorganized travel and other logistical arrangements that resulted in the delayed departure from Liberia of those pilgrims who managed to go for the Hajj and the failure to travel by others due to the inability of the organizers to secure the necessary travel instruments to facilitate their departure. Those events brought national embarrassment to Muslim leaders and cast aspersion over the entire Muslim community in Liberia.
As a way of averting the recurrence of those unfortunate circumstances in the future, the leadership of the National Muslim Council of Liberia (NMCL)- the umbrella organization of the Islamic Ummah (community) established in 1974 with the mandate to seek the collective welfare of Muslims in Liberia; on September 7, 2023, set up an Eleven-member “National Hajj 2022/2023 investigation Committee” headed by Associate Justice Yussif D. Kaba with the broad term of reference- To identify the causes of the difficulties characterizing the preparations, travel to, and conduct of Hajj in Saudi Arabia during the last two years (2022-2023), taking into account both internal and external factors.
Mandate/Terms of Reference:
With a broad mandate to probe the problems that characterized the last two Hajj years (2022-2023) in Liberia, the committee synchronized its mandate into three major issues as follows:
- What were the root causes of the missteps or failures that characterized the organization and the overall administration of the Hajj in 2022 and 2023 in Liberia? Were the failures self-created or are they inherent?
- What laws or procedures were violated in the administration of the Hajj by the concerned stakeholders?
- What solutions/recommendations can be proffered to deter and prevent the recurrence of such failures?
Allegations:
During the investigation stakeholders, Muslim leaders, and some participating pilgrims who appeared before the Committee made series of allegations, claims, and counter-claims as follows:
- That the establishment of the Losene F. Bility-led Hajj Committee in 2022 without the acquiescence, participation, and involvement of the National Muslim Council of Liberia and the concerned Hajj Agencies was the primary cause of the problems that besieged the Hajj Processes of 2022 and 2023.
- That in 2023, Hon. Varney A. Sirleaf, as Minister of Internal Affairs, Republic of Liberia, deliberately withheld and denied some Hajj Agencies access to the code that facilitates payments through the Hajj portal system as established by Saudi Arabia laws and regulations.
- That Stakeholders have politicized the Hajj process and that the profit motives of Hajj Agencies far outweigh the religious motive.
- That Liberian pilgrims experienced worse treatment throughout the 2023 Hajj as a result of the poor arrangements and internal bickering amongst factional stakeholders
Summary of Statements by stakeholders made during the Committee’s hearing
The positions below represent a summary of the responses of the key players mentioned hereinabove.
Hajj Agencies:
The following four Hajj agencies that were identified and contacted appeared and deposed before the Committee: Songhay Travel Agency, owned and operated by Alhaji Losene Kamara, Baraq Travel Agency, owned and operated by Alhaji Abdullah Sanoe, Rahman Travel Agency, represented by Sheik Ismail Sheriff, and United Muslim Hajj and Umrah, owned and operated by Alhaji Jallah Keita and Alhaji Amadou Sherriff, CEO of Mayouba and Sons.
All of the agencies, except the United Muslim Hajj and Umrah Agency, spoke in one accord; that is: That the establishment of the Losene F. Bility-led Hajj Committee in 2022 without the acquiescence, participation, and involvement) of the National Muslim Council of Liberia and the concerned Hajj Agencies was the primary cause of the problems that besieged the Hajj Processes of 2022 and 2023; That in 2023, Hon. Varney A. Sirleaf, as Minister of Internal Affairs, Republic of Liberia, deliberately withheld and denied some Hajj Agencies access to the code that facilitates payments through the Hajj portal system as established by Saudi Arabia laws and regulations. All four agencies explained that their roles in the Hajj process are to recruit pilgrims, secure pilgrim visas after receiving the code to access the portal, negotiate and secure airline for the pilgrim travel to and from the pilgrimage, and arrange accommodation, feeding, and transportation during the pilgrimage.
Specifically, Alhaji Losene Kamara, during his appearance before the Committee, testified that the appointment of the Losene F. Bility-led Committee was the “beginning of the problems in the Hajj Process in 2022”. He furthered that the Committee had a political motive to obstruct the traditional flow of the hajj process out of the hands of the existing and concerned stakeholders (the NMCL and the Travels Agencies), thereby attempting to prey on the vulnerabilities of Liberian Muslims. Mr. Kamara alleged that in 2022, Mr. Varney Sirleaf misused his authority as Minister of Internal Affairs to deny Songhay and other agencies access to the code that facilitates payment of Hajj fees to the portal system, and it only took the intervention of the President of Liberia, and other stakeholders to get him to submit.
Mr. Kamara also alleged that the amount of U$376,300.00 that was already deposited in the portal system of Saudi on behalf of the 71 persons who were not issued visas from Songhay Travels in 2022 was being used by the service provider in collaboration with Mr. Varney Sirleaf to issue visa for 2023 would-be pilgrims who registered under the United Muslim Hajj and Umrah Agency.
Alhaji Abdullah Sanoe of Baraq Hajj Agency buttressed the assertions of Mr. Kamara and further alleged that the United Muslim Hajj and Umrah Agency was established in 2023 purposely by Mr. Varney Sirleaf and others to counter the existing Agencies. Consequently, persons who registered under the United Muslim Hajj and Umrah Agency were given preferential treatment in the issuance of visas. Sheik Ismail Sheriff of Rahman Travel Agency buttressed the assertions of Mr. Kamara and Mr. Sanoe.
2023 Internal Hajj Mission
The Hajj mission refers to those persons selected by the various Hajj Agencies in collaboration with the National Muslim Council of Liberia to accompany the would-be pilgrims to Mecca. The traveling cost of the mission is fully funded by the Agencies. The mission comprises a Nurse aid, Imams, and others who provide volunteer basic welfare services before and during the Hajj process. Members of the 2023 Hajj mission were sheik Farouk Konneh, Chairman, Hassan Kamara, Dr. Keita, Asata Swaray Konneh, and Hassan Keita.
The Mission, in its July 31, 2023 post-hajj situation report, amongst many things, accused Mr. Varney Sirleaf, “who in 2022 single-handedly assumed control of the hajj process and went on to appoint a new panel to oversee the Hajj process. Minister Sirleaf took this action without consulting the relevant agencies that have been involved with the Hajj activities for so many years”. The report also averred that while in Mecca, Liberia pilgrims suffered inhume treatment as a result of the poor arrangement by the service providers: “We kept 357 pilgrims in a single tent by making partition in the tent to separate the male pilgrim from the female pilgrims. The environment was derelict and not conducive for human habitation.” The report furthered that ground transportation for the pilgrims was also a challenge. Cllr. Sundifu Sheriff, one of the pilgrims, also buttressed and confirmed the assertions in the report, describing the entire situation as “unfortunate for the image of the Islamic community in Liberia.
Justice Kabinah Mohammed Ja’neh
Justice Ja’neh is a revered member of the Muslim Community and one of the drivers of the reforms that gave birth to the leadership of the rejuvenated National Muslim Council of Liberia. He championed the cause for diversity and inclusion of all Liberians irrespective of tribe or social status. Justice Ja’neh’ presentation was premised on the assertion that the profit motive of the Hajj agencies far outweighs the religious motive that is projected in the public space. He lamented that the agencies have, over the years, used the umbrella of the National Muslim Council through the council’s Hajj Committee with absolutely no benefits to the organization.
He further bemoaned and lent credibility to the allegation that politics played a major role in exacerbating the fracas that overwhelmed the Hajj process in the years under review. Justice Ja’neh averred that Losene Kamara’s 50-free Hajj ticket pronouncement in Quardu Gboni was the fuel that inflamed the pushbacks from the government as it was viewed as a bid worthy of luring Muslim votes. (This pronouncement, according to Justice Ja’neh, “inspired people around the President who urged him to support 50 persons to Mecca”. He confirmed observing Mr. Varney Sirleaf refusing to cooperate with the National Muslim Council and Songhay over their demand for the code in 2022.
Hon. Varney Sirleaf
The Minister began by debunking the allegation that he had withheld or denied some travel agencies access to the code to ease the payment process into the portal system. He alleged that it was Alhaji Losene Kamara, Alhaji Abdullah Sanoe, and the head of the Hajj Committee, Alhaji Abdullah Kromah, who engineered the problems in 2022 by prevailing on the Service Provider Mrs. Malador Kaba of Waves Travels and Tours to change the mode for visa issuance and mode of money transfer to Saudi Arabia. According to him, this led to the late transmission of funds in the portal system for the timely issuance of visas for the prospective pilgrims in 2022. However, the Minister admitted that after the intervention of the President of Liberia and Alhaji Amadu
Sheriff, head of the Mandingo Elders in Liberia, he reluctantly turned over the code to Songhay Travel Agency and others to allow them to drive the process. Minister Sirleaf declared that his involvement in the Hajj Process has been driven by his passion to get things done differently as oppose to the traditional methods. He also claimed the entire Hajj Process in Liberia has been “driven by profit motive” by the Hajj Agencies.
Alhaji Losene F. Bility
Alhaji Losene F. Bility came to the hearing with a wealth of experience considering his role as a volunteer service provider in the Islamic community. Aside from his numerous works as a young man in the formative stages of the Nation Muslim Council of Liberia, he served as the Chief Legal Counsel of the NMCL during the reign of the late Shiek Kafumba Konneh and a major player in the Hajj processes over the years.
Alhaji Bility began his engagement with the investigation committee acknowledging that there is a public perception that his involvement in the 2022 Hajj process was controversial. This perception, which is fueled by his detractors, is orchestrated for the purpose of maintaining “business as usual”. He revealed that the National Hajj Committee as established by Hon. Varney Sirleaf in 2022 was premised on the fact that the then leadership (interim leadership) of the Muslim Council did not have any legitimate ground to drive the Hajj process. According to him, After the resignation of Sheik Umaru kamara as Chairman of the NMCL, all committees under his leadership by default were dissolved. On this basis, Hon. Varney Sirleaf, as Minister of Internal Affairs, appointed a Seven-Member committee to fill in the void, disregarding the National Hajj Committee of the NMCL headed by Alhaji Abdullah Kromah. Alhaji Bility claimed that this committee was not valid as the Abdullah Manasaray leadership under which they operated was not legitimate regarding their mandate and terms of reference.
Regarding the allegation that his committee denied other travel agencies access to the portal system, he rebuffed this contention and averred that, in fact, it was Songhay Travel Agency, in collaboration with the service provider who denied the 50 persons that were registered with his committee in 2022 despite the Losene led committee paying U$265,000.00 as total fees to the service provider. Alhaji Bility also reinforced Minister Varney Sirleaf’s conclusion that the Hajj Agencies were prioritizing their profit motive more than the religious obligation of the hajj.
Methodology
As in the case of every credible investigation process, a clearly defined methodology is sacrosanct in achieving the stated objectives. The committee in its work utilized the six elements of the scientific investigation methodologies: inquiries into observations, background search into what is known, forming hypothesis or possibilities, experimenting, analyzing the outcome and forming informed conclusions. The committee adopted a fact-finding approach which focused mainly on engaging stakeholders/Witnesses in a friendly and neutral atmosphere.
Stakeholders/Witnesses were officially invited through written communications that explicitly explained the objective of the investigation process and what was expected of invitees. It was free of threats or any iota of coercion or false promise. The process was also free of any legal representation through a Power of Attorney on behalf of any stakeholder/Witness. All interviews with stakeholders/witnesses were done in the conference room of the National Muslim Council of Liberia in Old road, Monrovia, except for the Minister of Foreign Affairs who was engaged at his Foreign Ministry office on Capitol Hill.
The interviews, which were in the form of round-table discussions, were centered on the roles of the interviewees with respect to their functions and levels of involvement in the Hajj Process. Members of the investigation Committee would randomly place closed and open-ended questions that focused on the witnesses’ knowledge of the issues that characterized the 2022/2023 processes, what specific role(s) he/she played, and what his/her solutions to the identified problems. All interviews were recorded, and all concerned were notified of the recordings.

Summary of Facts not in Dispute
- In 2022, the National Muslim Council of Liberia signed a contract with Waves Travels & Tours as the service provider to perform all services which includes but not limited to issuance of visa, Air and ground transportation, accommodation, and feeding for 250 persons.
- Out of the 250 prospective pilgrims in 2022, only 127 persons were issued visas by the Travel Agency.
- None of the 50 persons registered by the Losene F. Bility led National Hajj Committee was issued visa. Hence, none performed the Hajj in 2022. On the other hand, Songhay Travel Agency registered 149 persons but only 78 were issued visa to perform the hajj.
- That those pilgrims who registered with the Losene F. Bility led National Hajj Committee but did not perform Hajj were given first preference in 2023 in the issuance of visas.
- The total costs/fees for Hajj as established by the Losene F. Bility led National Hajj Committee for the years under review was U$6000.00 per pilgrim. This was an all-inclusive fee for Agency fee, Hajj Committee fee, Visa Processing fee, ID Card fee, Workshop fee, Hajj Mission fee, Contingency, Ram sacrifice fee, Plane fare, Hotel, Mausasa (Ground transportation, and Hajj Services fee.
Summary of Facts in Dispute
- That the sole reason for some registered persons not being issued visas in 2022 was anchored on two things: the changes in the mode for visa issuance to pilgrims and the money transfer process to Saudi Arabia and that those changes were not inherent but orchestrated by Mr. Losene F. Kamara Of Songhay Travel Agency and Mr. Abdullah Sanoe of Buraq Travel Agency
- That in 2023, the National Hajj Committee members headed by Cllr. Losenee F. Bility backed by Hon. Varney A. Sirleaf gave unsolicited support to the United Muslim Hajj and Umrah Agency, a newly formed Agency in securing visas for all persons registered under their Agency at the detriment of Songhay Travel Agency, the largest recruiter of pilgrim in 2023
Analysis and Findings:
History of Hajj in Liberia
Hajj has always been the private responsibility of individual Muslims in Liberia since, in fact, it’s one of the five pillars of Islam. For decades, Liberian Muslims largely performed Hajj through individual means or hajj agencies in neighboring countries like Guinea, Sierra Leone or Ivory Coast. The idea of organizing on a large skill or more organized level evolved a few years prior to the Liberian Civil War.
The organization of hajj on a large skill took shape during the reign of former President Charles G. Taylor who had had a cordial relationship with a faction of the then leadership of the NMCL during the heydays of the civil war. President Taylor would solicit financial support from Muslim-friendly countries around the world for the pilgrimage of Liberian Muslims. During his reign, the hajj process was controlled by his wife, Haja Fatumata Taylor, and few designated Muslims in the community. Throughout those years, hundreds of Liberian Muslims performed pilgrimage free of charge as free tickets were to Muslims.
Fast forward to 2006, President Ellen Johnson Sirleaf followed her predecessor in seeking funding for Liberian Muslims to perform Hajj free of any cost. President Sirleaf, in an attempt to guide the Hajj process, formed a committee of Muslim stakeholders, including the late Kafumba Konneh, former National Chairman of the National Muslim Council of Liberia, Former Justice Kabinah Ja’neh, Minister Varney A. Sirleaf, and others to help provide the best direction on Hajj. As years went by, and as early as 2010, other stakeholders emerged with a more uniformed way of driving the process. Through the influence of Sheik Abubakar Sumawolo and others, Alhaji Losene Kamara was encouraged to help in the process which eventually culminated into the formation of the Songhay Hajj Agency. Other Hajj agencies were eventually established by others following the example of Alhaji Losene Kamara.
2022/2023:
Every year, the Government of Saudi Arabia through various governments gives a quota for prospective pilgrims; that is, the number of people allowed to perform Hajj from each country around the world. In 2022 and 2023, the investigation established that Liberia was allotted 254 and 543 slots respectively. As a result of the challenges that besieged the Hajj processes, only 127 and 354 persons respectively performed Hajj even though more Muslims registered and satisfied all of the requirements for the Hajj.
One of the reasons for the low number of Liberian Muslims performing the Hajj inspite of the high number of prospective pilgrims is said to be due to the changes in the mode of securing visas and transferring money introduced by Alhaji Losene Kamara and Alhaji Abdullah Sanoe as alleged by Sister Malordor Kaba, Agent of the Service provider.
On the issue of the formation of the Losene Bility led National Hajj Committee in 2022 by Mr. Varney A. Sirleaf, the investigation established that this committee was formed without the acquiescence and participation of the National Muslim Council of Liberia and with no consultation with stakeholders (Hajj Agencies). The committee in its attempt to serve as the regulatory body and a major player at the same time attracted resistance from the NMCL and the Hajj agencies who questioned its legitimacy as a body.
On the allegation of Minister Varney Sirleaf withholding the code and denying some Hajj agencies access to the portal system, the investigation established that Minister Sirleaf only made the code available to the agencies after the intervention of the President of the Republic of Liberia, and it can certainly be construed from this that not only did Minster Sirleaf fail to timely make available the code to the travel agencies, but that also, had it not been for the complaint of the Elder Council of the Muslim Community headed by Alhaji Amadu Sheriff, to the President of the Republic of Liberia and his subsequent intervention, Minister Sirleaf would have further delayed releasing the code to the travel agencies. The Committee can therefore safely conclude that before the intervention of the president, Minister Sirleaf was reluctant to cooperate with the Hajj agencies and the NMCL to facilitate the smooth execution of the hajj program in Liberia. This problem also recurred in 2023.
On the allegation of the agencies being driven by profit motive, the investigation established that the Hajj agencies are business entities that ate driven by profit motive as any other Hajj agencies around the world.
The investigation established that Liberian pilgrims during the period under review, unlike pilgrims from many other countries experienced unbearable conditions including unnecessary delays, lack of care and attention, and unsanitary and poor habitation. This was evident by the testimonies of two pilgrims and the numerous social media post of the Liberian pilgrims during the period under review. This was due to the acrimonies between Members of the Losene F. Bility led National Hajj Committee on the one hand and the other Hajj agencies along with the NMCL on the other hand.
The investigation also established that the fees charged by the agencies as cost for hajj are solely determined by agencies with less or no input from the NMCL, and that pilgrims are less informed about the detailed breakdown of those bulk figures as charged by those agencies.
Conclusion
Based upon the facts and circumstances as established, the investigation concludes that the establishment of the Losene F. Bility led National Hajj Committee in 2022 was the root cause for the confusion that besieged the Hajj processes in 2022 and continued into 2023. The responsibility for this lies squarely upon the shoulders of Minister Varney Sirleaf. The committee also established that this situation was exacerbated by the complacent of the then leadership of the National Muslim Council of Liberia (NMCL) to fully take charge of its responsibilities and duties to the Muslim community of Liberia.
In addition, the investigation also concludes that Alhaji Losene Kamara and Alhaji Abdullah Sanoe were equally complicit in influencing the service provider to disregard her usual mode of visa issuance and money transfer to Saudi Arabia to adopt their proposals that consequently contributed to the visa not being issued to all prospective pilgrims in 2022.
Recommendations:
In light of the above conclusions and the urge for a permanent solution to the problems over the last two years, the Committee hereby recommends the following:
- That the NMCL be the sole regulator of all Hajj activities in Liberia and that all registered Hajj agencies seek periodic accreditation from the NMCL
- That the NMCL, in close concert with the concerned agencies, sets a maximum fee including a minimum nonrefundable fee for the NMCL for the pilgrimage, and that the NMCL underwrites the cost of its mission(representative) to and from Mecca to make early preparation for the Hajj
- That the NMCL, after consultation with the stakeholders, establishes a deadline annually for the recruitment of would-be pilgrims in order to give ample time for proper preparation.
- That the NMCL, after consultation with the relevant government agencies, adopts a Hajj policy document that will define the role of all stakeholders in the Hajj process as well as the Government in the handling of the Hajj package from Saudi Arabia.
NOW & THEREFORE, members of the 2022/2023 Hajj Investigation Committee herein are pleased to express their collective and individual, thanks and appreciation to the National Muslim Council of Liberia and its Executive Committee for appointing and putting their trust in the Committee – We are honored to be chosen to perform such an important task for our Islamic Community. Also, our thanks and appreciation go to all the stakeholders, including the Hajj Mission, Hajj Travel Agencies, and the individuals who answered to our calls and facilitated the Interview process by coming to the interview.
